About Our Staff Training College (ACSTI)
The Agriculture Cooperative Staff Training Institute (ACSTI) in the State of Haryana was established in 1982 following a decision by the Board of Directors on 24.03.1982. Its primary objective has always been to improve the efficiency and performance of employees within the cooperative banking sector. Initially aimed at training staff and committee members, as well as educating ordinary members of Primary Agricultural Service Societies (PACS), ACSTI has continuously evolved.
Since 1991, the banking sector has undergone tremendous changes, significantly impacting Cooperative Banks. Recommendations from committees like Tarapore, Narsimham, and Vaidyanathan, alongside rapid technological advancements, have presented profound challenges. ACSTI remains acutely aware of these transformations and has proactively geared up its training plans. Our institute is committed to playing an active role in providing consultancy, latest knowledge, and essential skills to cooperative banks, acting as a catalyst for positive change and diversification.
Vision Statement
ACSTI continually updates the knowledge, enhances skills, and maintains the right aptitude of officers and staff across SCB, DCCBs, and PACS. Our core endeavor is "To develop credit Cooperatives for serving as a catalyst of socio-Economic Development of Haryana."
Mission Statement
ACSTI Panchkula aims at:
- Playing a proactive role in guiding credit cooperatives to improve their operational efficiency through training, research, and consultancy.
- Inculcating key drivers – innovation, initiative, and integration – among co-operators.
- Drawing new contours of performance for credit cooperatives.
Objectives
- Sensitizing the banks to the challenges ahead and preparing employees to meet these challenges.
- Improving the operational efficiency of cooperative banks.
- Building up managerial and leadership abilities among officers for organizational effectiveness.
Methodology
The methodology adopted involves class-room teaching and group discussions led by our experienced faculty. Additionally, senior existing and retired officers from NABARD, commercial banks, and the cooperative department are invited as guest faculty. The objective is to equip trainees with the latest developments and best practices in the banking sector.
Our Commitment to Quality & Planning
Accreditation
The Staff Training College has consistently received accreditation, demonstrating our commitment to quality training:
- 1st Accreditation: July 2014 for three years (until June 2017).
- 2nd Accreditation: Obtained 600 marks out of 1000 for three years (September 2017 to September 2020).
- 3rd Accreditation: Obtained 676 marks out of 1000 for one year (October 2020 to September 2021).
- 4th Accreditation: Obtained 676 marks out of 1000 for one year (October 2021 to September 2022).
- We have also applied for re-accreditation for a further 3 years.
Training Need Assessment (TNA)
Our Calendar of Courses is meticulously designed and prepared following C-PEC / NABARD guidelines. This involves conducting thorough Training Need Assessments (TNA), incorporating feedback from trainees, and consulting with BIRD Lucknow.
Presently, faculty members, Sh. Ashok Kumar have carried out TNA Programs for DCCB Karnal, Ambala & Panipat. Based on these TNAs, feedback from trainees, and valuable inputs from our expert syllabus committee, a new Calendar for the year 2022-23 has been designed to enhance knowledge and keep the staff of SCB/DCCBs, PACS, and managing committee members updated with the latest changes. The Calendar of Courses is then circulated amongst the Apex Bank and DCCBs for employee identification.

Our most important asset is our competent and committed faculty. We ensure continuous faculty development through the following initiatives:
- Every faculty member attends training programs at national-level institutes (NIBM, BIRD, VAMNICOM).
- Internet facility is provided to all faculty members.
- As a policy, the bank sponsors every faculty member for CTFC courses at BIRD Lucknow. Currently, we have 3 CTFC-passed faculty members.

Profile of Human Resource Trained
ACSTI continuously updates the knowledge, enhances skills, and maintains the right aptitude of staff across SCB/DCCBs/PACS. This includes:
- Assistant Managers / Development Officers
- Senior / Junior Accountants
- Clerks and Salesmen / Clerks
- Non-officials of PACS
Hostel Facility
Our hostel provides a comfortable stay for trainees with 12 rooms and a spacious dining hall. Lodging and boarding facilities are provided free of cost to all participants.
Computer Training Lab
We have a well-equipped computer lab with ten latest-configured terminals connected to a server. This lab is specifically designed to provide hands-on training on Core Banking Solutions (CBS) to employees of Cooperative Banks. We have tailored various training programs for different categories of staff.
Library Assignment
To foster a strong reading habit, trainees are encouraged to make extensive use of our well-stocked library, which houses more than 1750 books relevant to banking and cooperatives.
Management, Monitoring & Evaluation
Management Information System (MIS)
After finalizing the Calendar of Courses for the upcoming year, it is uploaded on the Harco Bank website and emailed to all DCCBs for target group identification. A formal training letter is also sent to DCCBs 20 days prior to the training commencement via email, with telephonic reminders 2-3 days before the course begins. Upon completion of training, claims are submitted to NABARD on a quarterly basis for reimbursement.
Monitoring and Evaluation
At the end of each training program session, ACSTI collects feedback from every participant using a structured questionnaire for evaluation. Informal evaluations are also conducted midway through the program. This valuable feedback helps the institute continuously improve and reframe its training programs to meet evolving needs.
The institute's performance is closely monitored by the bank's management, who take a keen interest in its effective functioning.

The Staff Training College adheres to all rules and regulations prescribed by The Haryana State Cooperative Apex Bank Ltd., Chandigarh, as an integral part of the Bank.
